The following is a request under the Washington State Public Records Act, RCW 42.56. Please provide copies of:
  • All records related to taxicab driver Michael Bekele, including but not limited to: all permit and/or license records; all correspondence and communications with Mr. Bekele; all insurance policies and related records; all records related to Mr. Bekele's contract and/or agreement with Puget Sound Dispatch, dba Yellow Cab; any taxicab leases related to Mr. Bekele; and all complaints, inspections, and/or reports related to Mr. Bekele.
  • All records related to Yellow Cab No. 554, including but not limited to: all licensing and permit records, agreements, correspondence and communications, insurance records, inspections, reports and complaints.
  • All records related to Komal LLC, including but not limited to: all licensing and permit records, agreements, insurance records, correspondence and communications, inspections, reports and complaints.
  • All records dated 2011 to present related to any contract, agreement, and/or order between the Port of Seattle and Puget Sound Dispatch LLC (a subsidiary of MGER and dba Yellow Tax)  related to taxi services at SeaTac airport.
The records are requested for a non-commercial use. As required by law, please respond to this request within five working days. If some of the records are available for release more quickly than other records, please produce them on an incremental, as-ready basis.

If the requested records are available in digital form please contact me via email at AngelaG@mhb.com so we can determine if production in that format is more convenient.

Please note that the policy of the Public Records Act is to favor disclosure and the exemptions of the Act are narrowly construed. Woods v. Lowe, 102 Wn. App. 872, 10 P.3d 494 (2000). An agency that denies access to public records must cite the relevant exemption and explain how it applies to the withheld records. RCW 42.56.520. If your agency withholds any of the requested documents under one or more of the Act’s exemptions, it must nevertheless disclose which records exist so the requestor can assess the validity of any asserted exemption. See Sanders v. State of Washington, 169 Wn.2d 827, 846-47, 240 P.3d 120 (2010).

An agency that denies access to public records must cite the relevant exemption and explain how it applies to the withheld records. RCW 42.56.520.
