Pursuant to all applicable public records laws, I hereby request all documents produced by or in possession of the Port of Seattle and its subcontractors and consultants since January 1, 2014 regarding:
1. The development, bidding process, and award to an operator of a new restaurant at the SeaTac Airport South Satellite.
I am requesting that you first prioritize communications between and by Port of Seattle officials about the award of the concessions and lease agreement to High Flying Foods before focusing on the other parts of this request.
As used above, the term “documents” should be construed in its broadest sense, and includes any original, reproduction, copy or electronically stored version of any kind of written or documentary material, or drafts thereof, including, but not limited to, email, text messages, correspondence, memoranda, interoffice communications, notes, diaries, contract documents, publications, calculations, estimates, vouchers, minutes of meetings, invoices, reports, studies, computer discs, tapes or records, photographs, negatives, slides, voice recordings, voicemails, notes of telephone conversations and notes of any oral communications.
This request specifically includes, but is not limited to, all internal and external written correspondence as well as audio & video recordings (including, but not limited to, e-mails, fax, letters, text messages, voicemails, social media communications such as Facebook, Twitter, etc.) by and between:
1. Port of Seattle officials,
2. Port of Seattle officials and members of the public (which includes, but is not limited to, interested current and prospective future concessions operators (including High Flying Foods, SSP and HMS Host) and other representatives of the hospitality industry), and
3. Port of Seattle officials and representatives of other public entities.
4. Consultant handling the development and leasing process for the Port of Seattle.
Furthermore, I am requesting all interoffice memoranda, announcements, applications, concepts, brainstorms, discussions, notes, presentations, recordings, meeting notes, lists of possible candidates, meeting minutes and any other documents relating in any form to the above referenced matter.
For the purpose of this request, the term "Port of Seattle officials" includes the Port of Seattle CEO, Port of Seattle executive staff, Port of Seattle legal representatives, Port of Seattle employees, lobbyists working on behalf of the Port, and any contractor or consultant directly or indirectly working for the Port of Seattle.
Please advise me when to expect this request to be completed. I would like to receive the documents as they become available. Wherever possible, I prefer to receive the documents per email. If email is not feasible due to large file sizes I would like them on a disc in electronic format. Please let me know of anticipated copying costs before creating paper copies.
